Environmental groups plan big push on Congress

As we have noted previously, Congress is considering HR 2421, which would essentially place all waters in the United States under Federal jurisdiction. Next Wednesday, a number of environmental groups will be asking their members to call Congress to lobby on behalf of the bill. Federalization of all of the nation's waters could make a significant difference to the amount of municipal wastewater treatment required all over the country.
