Small communities aren't exempt from tightening stormwater regulations

The town of Beatrice, Nebraska, is imposing new stormwater-control ordinances that include fines for anyone caught dumping pollutants like paint and motor oil into storm sewers. It's part of the city's attempt to comply with the Clean Water Act, which the EPA has extended to cover cities of 10,000 people or more -- so Beatrice, with about 12,500 people, is also included. And if HR 2421 passes in Congress, virtually every river or stream in the country will come under tighter Federal guidelines. Stormwater controls like tanks and pumping stations are becoming essential for a growing list of communities.
