Long-term underinvestment in America's water and wastewater infrastructure
is coming back to hit the public in the pocketbook. The EPA has estimated that we'll need to spend more than a trillion dollars over the next 20 years upgrading our municipal water systems
, and that money is going to have to come from rate hikes for water and sewer services
that are much larger than most of us have grown accustomed to.
