As Kansas threatens Nebraska over water rights, it warms up to Colorado

Kansas officials have been threatening to pursue legal action against the state of Nebraska in order to get the water it says should be allocated to it by the Republican River Compact, to which both states are parties. But while Kansas is using the stick with Nebraska, it looks like it's trying to use the carrot with Colorado. Officials from the two states
met to discuss ways that the water allocations could be maintained without turning to legal action.
