"NBC Nightly News" claims US water systems are "on brink of collapse"

To say the water systems of the entire country are on the "brink of collapse", as NBC does in this video, is certainly overstating the case. But it is true that huge amounts of money will have to be spent to bring many systems up to standards, particularly as the Federal government tightens regulations on stormwater management and drinking-water quality.
