Are we really prepared for flooding?

An opinion writer makes a serious point about the quality of flood protection in the United States: "[T]he Dutch spent billions of dollars to create a world-class flood control system and are now armed for a once-in-10,000-year event. The United States isn't even prepared for a once-in-100-year event." Flood controls, like water-pollution controls, aren't really about protecting the environment: They're a matter of public health and safety.
