How water issues look from upstream

A proposal to change water allocations for a ranch in Wyoming illustrates just how complex water-management issues are becoming. The proposal would affect about 2.5 cubic feet per second -- about 1100 gallons per minute -- and it's enough that consideration has to be given to whether it would affect Wyoming's obligations to Nebraska. Agricultural applications consume 34% of all water use in the United States.
