New policy could give Iowa DNR chief lots of discretion over manure plans

The Iowa Environmental Protection Commission has approved a rule that will give the state's DNR director lots of discretion about whether to approve construction permits for livestock barns and manure management plans for the same. The state legislature will have to give the rule final approval before it goes into effect.
