Iowa farmers have little time to finish manure management plans

The EPA set a compliance deadline of July 31st for feeding operations to have NPDES permits and nutrient management plans in place, but the agency is considering extending that date until 2009. However, the state of Iowa has a law in place that requires those farmers to have everything done by the original date, and that deadline isn't going to change. The permits and plans are part of tougher regulations on manure and how its use as a fertilizer affects water quality.
