Wastewater lesson #1: All water is recycled

Without disparaging the concerns of the people involved, it's hard to read a story about people who oppose using a golf-course pond to hold treated wastewater. The #1 lesson and bottom line in the world of water and wastewater treatment is that every drop of water has been recycled. So if you don't think the water being discharged from your wastewater plant is safe enough to keep in a nearby pond, you shouldn't think it's safe enough to send down the river to the next town downstream.
