Will Las Vegas depend on desalination?

Las Vegas is growing rapidly and has essentially exhausted its fresh-water supplies. Now the city is considering an arrangement whereby it would build desalination plants for California to use, and in exchange take a bigger share of water from the Colorado River. Desalinated water is expensive to produce, largely because of the energy required (since desalination involves boiling the fresh water out of raw seawater) -- but expensive is better than exhausted.
