Do chlorine tanker cars put Americans at risk of terrorism?

It's certainly possible: Chlorine gas, which is widely used for disinfecting water and wastewater, is often shipped in rail tanker cars, which can create a major risk to the communities through which they pass. Chlorine gas is being used as a weapon of war in Iraq today, so terrorists clearly have access to the knowledge they need to make it into a weapon within the US.
