Iowa Town Cracking Down on Illegal Sump Pump Hookups

Forest City's wastewater supervisor persuaded the city council there to increase the fines for hooking up sump pumps to sanitary sewers. Many communities have similar ordinances in place, because heavy rainfall needs to be drained by designated storm sewers (which usually discharge into streams and rivers untreated) rather than by sanitary sewers (which have to be treated by a municipal plant).
